The scientific community at ICTP includes staff research scientists, postdoctoral fellows and long- and short-term visitors engaged in independent or collaborative research.
Throughout the year, the sections organize conferences, workshops, seminars and colloquiums in their respective fields. ICTP also has visitor programmes specifically for scientific visitors from developing countries, including programmes under federation and associateship schemes.
ICTP offers educational training through its pre-PhD programmes and degree programmes conducted in collaboration with other institutes. In collaboration with other institutes, ICTP offers masters and doctoral degrees in physics and mathematics. In addition, ICTP collaborates with local laboratories, including Elettra Synchrotron Light Laboratory,  to provide fellowships and laboratory opportunities. ICTP has instituted awards to honour and encourage high-level research in the fields of physics and mathematics.
One of ICTP's goals is to set up regional centres of excellence around the globe. The idea is to bring ICTP's unique blend of high-quality physics and mathematics education and high-level science meetings closer to scientists everywhere. The roots of NCP institutes go back to when Nobel laureate professor Abdus Salamafter receiving his doctorate in physics, came back to Pakistan in Joining his alma mater, Government College University as Professor of Mathematics inSalam made an effort to establish the physics institute but was unable to do so. The same year, he became chairman of the Mathematics Department of the Punjab University where he tried to revolutionise the department by introducing the course of Quantum Mechanics necessary for undergraduate students, but it was soon reverted by the vice-chancellor.
He soon faced the choice between intellectual death or migration to the stimulating environment of a western institutions. This choice, however, left a deep impression on him and was behind his determination to create an institution to which physicists from developing countries would come as a right to interact with their peers from industrially advanced countries without permanently leaving their own countries.

Cross-disciplinary immersions are encouraged at ICTS. Long duration programs have a large educational component. They aim to provide an introduction to current problems in an emerging research area.
There is a fair balance of international and national participation. The lecturers are carefully chosen and are often distinguished scientists. The participants are mainly graduate students, postdocs, and young faculty. Short programs are focused discussion meetings on a recent exciting development in a given field. These meetings usually include a research-oriented participation and are frequently organized in conjunction with one of the following three lecture series: Chandrasekhar Physical SciencesRamanujan Mathematics and Turing Biology, Computer Science and Engineering.
ICTS also organizes programs in collaboration with other international research institutes. Anyone holding a faculty position at any research and educational institution can apply for organizing a program at the ICTS. For this reason, at present, it is preferable to have at least one of the organizers from an existing institution in India. A typical proposal for organizing a program is expected to have two or more organizers. As part of this program, ICTS, in collaboration with other scientific institutes in Bangalore, organized a hands-on math exhibition in Bangalore that saw over 32, visitors in a span of 10 days.

This is followed by a year of professional clinical training in a medical physics department of a hospital in the programme's training network. The minimum qualification for applicants is a degree equivalent to an MSc in physics or related fields.
The selection of candidates will be based on their university performance, research activity and professional experience in the field.
Adequate proficiency in English language is required. The master's degree will be awarded by the University of Trieste only to those candidates who successfully complete all examinations, clinical training, and other requirements as may be decided by the Master's Committee. Participants will also be required to take part in ongoing activities of ICTP in their related fields.
